Local Authority Flexible (LA Flex) Grant Scheme

What is LA Flex?
The Local Authority Flexible (LA Flex) Scheme is part of the government’s wider Energy Company Obligation (ECO4) programme. Delivered through local councils, LA Flex allows local authorities to set their own eligibility criteria so that more households can benefit from funding, even if they don’t meet the standard ECO4 rules.
The scheme helps to tackle fuel poverty, reduce energy bills and make homes warmer by funding a range of energy-efficiency improvements, including:
Loft, cavity and wall insulation
Air-source heat pumps and other low-carbon heating systems
Solar PV panels
Other upgrades designed to raise EPC ratings and cut carbon emissions
How does the LA Flex Scheme work?
The Government Department for Energy Security and Net Zero set LA Flex policy and legislation.
It is administer by Ofgem, and Funded by the Major Energy Suppliers.
The quality assurance of retrofits (work), to both technical and consumer protection standards, is overseen by TrustMark.
LA Flex Grant Scheme Funders
The grant schemes are backed by the UK’s major energy suppliers, including British Gas, E (formerly E.ON Next), E.ON Energy, Ecotricity, EDF Energy, Octopus Energy, Outfox the Market, OVO Energy, Scottish Power, So Energy, Utility Warehouse, Utilita Energy.
Who Qualifies for LA Flex?
You may qualify for LA Flex if:
Your home has a low EPC rating (D, E, F or G)
You are on a low income or spend a large share of your income on energy bills
You are considered vulnerable to living in a cold home (for example, due to age, health conditions or disability)
Your local authority has identified you as eligible under its LA Flex criteria

Eligibility Checks
We start by reviewing your circumstances against your local authority’s LA Flex criteria to confirm whether you qualify for funding.
