Warm Homes: Local Grant (WHLG) Scheme

The Warm Homes: Local Grant is a local authority‑delivered programme that funds energy‑saving upgrades to make homes warmer and lower bills for eligible households in England. Councils manage delivery and appoint accredited installers to complete the works.

Who Qualifies for WHLG?​

You may be eligible if you live in England, your home is owner‑occupied or privately rented, your EPC is D–G, and you are on a low income or otherwise vulnerable to cold as defined by your local authority’s criteria. Councils set local rules and confirm eligibility.

Important Information about WHLG

Funding limit per landlord: One property can be fully funded. For any additional properties, the landlord is typically required to contribute 50% of costs. Local councils set and administer these rules. 

Installer selection: The council appoints the installer through its delivery framework. 

How does the WHLG Scheme work?

The Department for Energy Security & Net Zero (DESNZ) sets the policy framework for the WHLG.

Funding is allocated to local authorities, who design and deliver the scheme within their area. Councils decide eligibility criteria (within government rules) and manage applications.

Works are delivered by council-appointed, TrustMark-registered installers, ensuring all measures meet strict technical standards and consumer protections.

WHLG Application Process

Eligibility check: Your council or its delivery partner confirms your household and property meet the scheme criteria.

Property survey: A qualified assessor identifies the most suitable insulation and heating measures for your home.

Council‑appointed installer: The council arranges a vetted, TrustMark‑registered contractor and, where relevant, MCS‑certified for low‑carbon technologies.

Installation & sign‑off: Works are completed to scheme standards, with compliance paperwork and updated documentation provided at handover.

Property Assessment

Check to see if your property qualifies for a ECO4 LA Flex Grant, just enter your property postcode and select your address from the list for a quick assessment.
